Marine Terminal Particulars Questionnaire (MTPQ)

The Oil Companies International Marine Forum released a new initiative to compile a comprehensive database of the world’s terminals called the Marine Terminal Information System (MTIS). The goal of the MTIS is to create worldwide safety standards and compile information on all marine terminals while developing marine terminal safety systems.  Stage 1 of the MTIS started in October of 2011 with the Marine Terminal Particulars Questionnaire (MTPQ), a 263-question document that is aimed at collecting berth details, terminal specifics, water depths, vessel limitations, and much more.  To give an idea of the detail of the survey, the guide provided by the OCIMF for completing the survey is 54 pages by itself, and the guide for how to input the information into the MTIS website is 30 pages.  The information contained in the MTPQ is intended to complement the information already available on the physical layout and technical capabilities of tankers and gas carriers within the OCIMF’s Ship Inspection Report (SIRE) system.  By accessing both the MTPQ and SIRE data, vessel programmers, schedulers and operators will be better placed to match vessels to terminals with the aim of enhancing the safety and efficiency of operations.  Furthermore, the availability of a universally-accepted format for capturing standard terminal information will be of assistance to individual terminals when responding to information requests from potential users, shipping agents and local authorities. The OCIMF has requested all oil and gas terminals complete the MTPQ.
